ENE article says Tepco will begin dumping accumulated low level radioactive water into the sea at a specific rate.

IMO

IF, the contamination of OUR ocean, and air, by implementing a hazardous design, in such a location could be shown to be culpability, and guilt, by contributory negligence, intentionally dumping water into the Kiribati current is an Act of War.

ALL liquids stored upon the coastal slope should be immediately pumped up, and over the hill to a purpose designed reservoir, if only for temporary use.
...the tanks at Hanford apparently had a half-life of about 20 years. Build some now, build better within 10 years.

Do not release that contamination into the fishing grounds of many nations.

May already be to late.

Just read today: MILLIONS of dead fish washing up in different areas of the world...some might be "explained", but, "all of them, all at once" - I don't think so..

I am thinking your call of "Act of War" is close to the fact...but, can a "CORPORATION" do such an act?... TEPCO is a private corp -- NOT a nation/state! Of course, our SoS Kerry might have a hard time figuring out that difference, eh?

I know very little about Japan.
Here, in usa, a corporation may only exist by having a license to do business issued by the state.
Reason for this is control, because a corporation has many advantages in business over an individual, a sole proprietor. Licenses are issued for the good of the public. If the corporation is found to be detrimental to the welfare of the people, state may chose not to renew their license to do business.
...a corporation is an artificial person... created by investors, perhaps, but recognition by state is paramount. No license, no business.

I suspect it may be the same in Japan.

The state entity, of Japan, should revoke the license to do business, put the entire affair into receivership, and ask for help from all nations upon the planet.
If they do not do so, IMO, they take responsibility for their minion.

...Consider that little war held over the Falklands... Britains link to a fishing ground...
This FD event is considerably more of a 'taking' than the Argentine attempt to eject Britain from an island just off their coast...

...or the Paracel Islands event, which has been quite recent... There's many more examples.
