Japan radioactivity pre-Fuku

Japan reads 30 - 80 micro Sieverts per hour all over the place, i.e. 400 - 800 times normal sea level, even far away from Fukushima. I am interested to know if Japan was less radioactive before as a documentable fact. Thank you for any feedback.
