I don't think you CAN prove that they're from Fukishima unless you use a mass spectrum analyzer, gas chromatograph, or liquid scintillation counter to find shorter half life radionuclides that most likely only could have come from there. If the elevated results are in fact from Fukushima, changes in the jet stream could be a factor. See how it folds up over Alaska and pushes through the middle of the US?
