What is a safe distance from a Nuclear Power Plant.

The Nuclear Regulatory Commission's estimate of the risk each year of an earthquake intense enough to cause core damage to the reactor at Vogtle was 1 in 140,845, according to an NRC study published in August 2010.

I would consider this a guideline, but I wouldn't call it safe.

For example, we know in Fukushima that the U.S.S. Ronald Reagan was off the coast about 100 miles and look at the fallout they received. Many of the crew are very sick even today with long lasting effects of it.
