Ok, who can help. Limited budget. I would like to purchase a portable 2 way radio, scanner, fm/am all that jazz with the capability to transmit in emergency situations. Also portable Geiger that will measure cesium, it would be nice to be able to measure rain water and also food.
Thank you!

Puxing 888 and a Soeks might be what you're looking for.

I would suggest any geiger counter with a pancake style GM tube if you want to test rain with it. Remember to use a paper towel and squeeze the excess water out of it before testing, because water shields the radiation. If you ever want to use the geiger counter to connect to NETC, you would want to make sure the geiger counter has a data out function and works on NETC. I own the Inspector and Mazur 9000 which both are pancake style units, both have the data out features and also work on NETC. As for food testing, geiger counters are not the best device to use for food testing because it takes higher amounts to be detected and even if/when radiation is detected, you have no idea if it is natural radiation such as potassium K40 or cesium 137. A scintillation counter is what most use to detect radiation isotopes in food, but they are pricey devices and often require much more knowledge of radiation by the operator than a geiger counter needs to operate correctly.
