question about a sites readings

Hopefully someone can answer this question. I have noticed that the EPA monitor site in Olympia, WA has changed it's low readings lately. I was wondering why this would happen? When I first started watching it in November, it said the low was 82 and the high was 178. Then earlier this month, the low changed to 83. Today, the current reading is now at the old highest level of 178, with a new high of 201, and a new low of 84. Why would the low change? Shouldn't it always show that the low was once 82?
I am also not happy that the EPA site in Seattle has been down for the last week, as the Olympia readings have been quite high at this time, especially today. I like to check both monitors to see if they follow the same spikes.

That is the Radiation Background Level range over a three month timeframe, the highs and lows. Harlan
